I had a cat that broke Her leg. She was fine afterwards.

Her owners probably aren't looking for her because they know that they'll be hit up with animal neglect/abuse.

Or I suppose it is possible that she was a stray. Cats CAN climb, she may have climbed up to the balcony.
I dont see how the people would be charged with neglect for the cat falling. Unless they threw the cat off the balcony.
